Entelliteq (previously IR Tech) supported the initiation of formal program management of the Global Combat Support System-Marine Corps/Logistics Chain Management (GCSS-MC/LCM) Increment
1. This project is the only Marine Corp ACAT-I/Major Automated Information System (MAIS), National Security Enterprise Program (NSEP) information technology initiative. The scope of Increment 1 was to replace 40-year-old legacy supply and maintenance information systems with an Enterprise architecture based on commercial off-the-shelf (COTS) enterprise resource planning (ERP) software. As of 2010, GCSS-MC was the first DoD ERP system successfully deployed down to the tactical level, with full system rollout of Increment 1 completed in 2013.
Entelliteq directly provided program management, including functional subject matter expertise, to the USMC’s Program Executive Office for Enterprise Information Systems (PEO EIS) and multiple GCSS-MC Program Managers (PMs). The goal of these efforts was to assist with the transformation of legacy USMC logistics processes and information systems and provide for a modern, streamlined, reengineered logistics planning environment. The environment was based upon an Enterprise level, web-based technology infrastructure for users across the logistics landscape from the garrison to warfighters in austere conditions.
On initial engagement, Entelliteq determined that GCSS-MC efforts consisted primarily of uncoordinated and largely independent efforts including, business process engineering, prototype efforts, pilot programs, and enhancements to existing legacy systems. After being engaged, Entelliteq took the lead to create and provide industry-standard program management practices:
For GCSS-MC, Entelliteq:
- Chartered and established a formal project management office
- Created the first integrated project plan and developed processes to synchronize and coordinate project plan updates across the project office
- Instituted formal, managed requirements analysis and documentation processes
- Developed funding and budget estimation methods; supported the Program Objective Management (POM) process to ensure adequate funding in the out-years; supported efforts for GCSS-MC be designated as a formal DoD acquisition program
- Assisted the GCSS-MC Program Office to achieve DoD Program Acquisition Milestones A, B, and C
- Facilitated Integrated Product Teams (IPTs) and Working Integrated Product Teams (WIPTs) as requested by the GCSS-MC Program Manager
- Facilitated management processes, meetings, and documentation including planning, scheduling, requirements management, data quality, service level, change and release management, quality assurance, and others as requested by the GCSS-MC Program Manager
