Entelliteq (previously IR Tech) helped define the technical direction of the Global Combat Support System-Marine Corps/Logistics Chain Management (GCSS-MC/LCM) Increment 1. This project is the only Marine Corp ACAT-I/Major Automated Information System (MAIS), National Security Enterprise Program (NSEP) information technology initiative. The scope of Increment 1 was to replace 40-year-old legacy supply and maintenance information systems with an Enterprise architecture based on commercial off-the-shelf (COTS) enterprise resource planning (ERP) software. As of 2010, GCSS-MC was the first DoD ERP system successfully deployed down to the tactical level, with a full system rollout of Increment 1 completed in 2013.
Entelliteq provided technical subject matter expertise to multiple GCSS-MC Program Managers (PMs) and Chief Engineers. Entelliteq’s work in systems engineering and technical subject matter expertise has led to its being the primary Systems Engineering and Technical Assistance (SETA) contractor supporting the Program Management Office (PMO). In doing so, Entelliteq provided analytic and engineering support and worked closely with the Government’s technical staff members or provided consulting services directly to the Government in the absence of technical staff.
Entelliteq personnel developed the program’s system engineering and technology management practices. In addition, these staff members were instrumental in developing technical approaches to issue resolution and system events to validate system performance from software, hardware, and communications perspectives. Finally, Entelliteq transitioned from purely a system engineering focus to a post-deployment system support (PDSS) role in 2013.
For GCSS-MC, Entelliteq:
- Functioned as the Government technical subject matter expert (SME) for infrastructure engineering and design, future technology, new functional design, change control, release management, and capacity planning
- Served as principal technical advisor to the Chief Engineer, Government technical team leads, and project officers providing strategic guidance for tactical operational issues
- Served as the principal lead for root cause analysis and TIGER team project officer for system outages
- Served as Government liaison with the DISA PMO and DECCs for all technology issues and performed as the liaison and technical SME for enclave design/stand-up, Linux administration, storage engineering, network engineering, and change control
- Represented the Government for evaluation of final specifications, implementation, and deployment of current and future environments as designed by the system integrator and proposed changes by the hosting provider
- Identified and mitigated programmatic, architectural, strategic issues and risks
- Management of operating budgets, design proposals, and strategic courses of action
- Collaborated with Government and other contractor staff to develop current and future program budget options, including lifecycle cost estimates, program-level courses of action, business case analyses, and hosting center cost proposals/technical solutions.
- Identified strategies leading to potential cost reductions, increased capacity, and improvements in service delivery
- Developed hardware bills of material for future hardware procurements with full-disclosure cost estimates compared with approved operating budgets
- Worked directly with hardware OEM sales managers and solution architects
- Facilitated management processes, meetings, and documentation including service level management, continuous service improvement, capacity management, change and release management, problem management, quality assurance, and others as requested by the GCSS-MC Program Manager or Chief Engineer
